Editorial note:As the world’s centre of science and technology in the past, China takes great pride in its four great inventions. Economists and historians consider that by the 14th century, China already possessed all the major necessary conditions for an industrial revolution similar to that in Britain at the end of the 18th century. Then why did modern sciences and industrial modernization originate in Western Europe? Why did
China’s economy long stand still? This article attempts to explain the Needham Puzzle from a new perspective and makes policy recommendations as to how China should advance science and technology modernization in the new era.
