In this context, theChinese government should be alarmed of repetitive development and excessive inputof industrial resources; encourage the development of private capital and prevent themonopoly of state-owned enterprises; adopt a strategy of complementary advantages, andpromote industrial relocation for the multi-tiered and non-equilibrium development ofstrategic emerging industries in China.
